samsung LE40B551

afternoon fella's just gone out to look at this samsung le40b551 for a friend, the problem, is a flashing standby light not booting up just cycling took the back off no bluged caps got 12v 5v didn't test for 3.3v should of, i have soldered the psu board but still the same, i'm thinking main board any help would be great, the psu model number is bn44-00264a/ mainboard number is bn41-01258b thanks for your time

sorry jordon it didn't work, but,what is happening now i heated the psu up, tv comes on but is cycling on and off, if i disconnected the tcon board,  the tv stays on if i disconnect the mainboard the tv stays on when both are connected the tv start cycling on and off, one of them  is putting a load on the psu thanks
