Maybe Eeprom corruption - Jordan suggested these might sort it, depending on screen type - Chris.

correct software available on toshiba site put on usb stick into tv then plug in if red light flashes leave alone till it stops unplug remove usb stick then plug back in hopefully it should work if not you have other problem
