Replaced ICS4 shunt regulator and no difference a while back! Used a TL431 in its place.
I haven't had any success so far with it however I tend to dig out the items a while later and have a fresh attempt at fixing them. As for C8 being the problem it's not in my case as checked the capacitor with esr meter and its all good.
Just dug it out again so will have another attempt at it as may have missed something!
