Replaced ICS4 shunt regulator and no difference a while back! Used a TL431 in its place.
I haven't had any success so far with it however I tend to dig out the items a while later and have a fresh attempt at fixing them. As for C8 being the problem it's not in my case as checked the capacitor with esr meter and its all good.
Just dug it out again so will have another attempt at it as may have missed something!

Replace all 9 electrolytic capacitor in the secondary CS-19,20,21,22,23,24,25,27,28
Check R-65 (5,1R),ZD-4 (15V),Q-7 (BC-848)
IC-3 (UCC-28051)

I finally dug out this power supply with the low voltages from the FSP212-3F01 and thanks to the above post I finally managed to get the correct output voltages after replacing the C8 2.2uf 50V with a 10Uf 50V electrolytic capacitor! I checked the C8 with my peak esr70 and it was around 3uf with around 1.8ohms so not defective by any means but I guess just not man enough to provide the sustained voltage for powering the pfc controller. I have learnt a lot over time with respect to repairing and was going to check the pfc boost across the mains capacitor as it only made sense that it could be the output voltage wasn't high enough to provide the voltage for the 12V and 24V outputs.
Anyway just thought I would keep this information for others to read if they are suffering similar issues with there PSU.
Found some other files for anyone interested as well :)

Thanks :) I generally don't give up unless I see the time taken will not be worthwhile in resolving the problem. Though this statement is somewhat crazy since it being 5years since it was resolved. I was so close in repairing it and as this psu was cluttering up space I felt it a good time to reengage with the fault after contemplating the problem with it recently.
These psu's are fetching silly money on ebay so it will be advertised there.
I am having a clearout with all repair projects to get them repaired and sold!
