Philips 42PF7220A/37 Power Supply Unit

Hello, I found this forum while looking for a fix for my philips plasma 42PF7320A/37. I have the common  red light blinking 7 times. I found the service manual online and proceeded to diagnose the problem. I tested the psu acoording to the manual.It says to check the voltage for the following Vs Va Vg Vset Ve Vsb D5v D3v3 all check out fine, but Vscan is supposed to measure -190v and i get a value that varies form -180v down to 60v. Also when i ran the diagnosis test I get the status light which blinks 3 times which represents the error "V_SCAN OVP, UVP"  Can this be the reason the tv will not work. Which components on the psu control the Vscan that i can change? I looked at all the capacitors and they all seem fine. I would prefer not to swap out psu as its expensive.  Any help would be appreciated. TIA
