Panasonic TX-28PN1 GP4L chassis, Shuts down, Help please ?

Switch on psu 135v ok no EHT then shuts down 135v dies away, 
I have no 8v supply via Q880 to micro during this time, Should I have ?
Basic tests seem ok Q880 reads ok ect
I have a manual
