Sanyo UK4 Chassis

I have a CE-27LD6B that's been thunderstruck in what appears to be a mild sort of way. Have DC going to IC1602 (MR4010-7101), which I take to be the standby supply chip, but no output. Have tried to get one from usual suppliers but no one seems to stock it.
