grunding-panel pws-42 made by orion

hi to all.
problem led green is light no screen.
i find a short in vs 190v is ov  2 ohms.
x sus is short took out the plug from it and power supply works fine 190v is ok.
after checking x sus big ic stk...... is short.
x sus no' is pc42v-psx40-00.
were can i buy it in my country it cost 400$.
