Flashing Power LED Otherwise Dead Samsung PS42C7HD

Hi
I have a Samsung PS42C7HD that is dead other than the blue power led constantly flashing, i suspect it is the power supply at fault and have checked all caps visualy and with a ers meter and all look to be ok, can anyone please  advise what other components to check next or has anyone come across this before and know where the fault lies
