Hi.
Change the two 1000uf caps and the 47uf beside the chopper ic first. These are the most common causes of start up problems on this Harwa munufactured set.

Beware!!! if you get it going and sell it on, HDMI opertaion is very unreliable, usually lockup occurs after a few hours use. No support from the manufacturer.
