Goodmans GTVL32W17HDF - Proview IPOS-150 PSU

Hi, I have a Goodmans 32" TV with a Proview IPOS-150 PSU.

TV switches on but bears no sign of image/ backlight, just sound. First look at PSU indicates 2 caps blown (10uf 450v) at EC17, EC18, replaced these as well as transistors at Q17, Q16 however PSU still shows blinking red LED light - indicating problem. Caps under heatsink appear ok. Any ideas?

Have one of these where all is OK for a few mins, then LED lower LHS lights, and set cuts out.
