it seems the only way to solve your problem is to replace the eprom u302(24c32) loaded with the right values;unfortunately I don't have that file.Cheers.

I know this is an old thread...
but I thought it worth mentioning that the 22uF 400V cap that is the reservoir for the +5V standby is also a common cause of a TV with this PSU being dead. Cap only measures 1-2uF with a meter.
The +5V actually measures around 4.8V in this fault condition, there is no standby light on the set. When scoped the +5V rail has around 1.3V of ripple, hence the housekeeping CPU not starting.

Just had one in where the s/by chip hadn't popped but set wouldn't start, and no s/by led - could well be the biz.
