If the power supply is the same as the other technica and technosonic 19" lcd tvs, the cause is usually one of the two 3 leg diodes v20100sg on the heat sink next to the transformer has gone.But this doesnt always cure.For instance I had a technica lcd 191D-107 today when I confidently chenged the short circuit shottky double diode D102 and still got flashing led. On removing the transformer found the surface mounted 5.1 ohm
resistor r110 connecting to the primary was open circuit ..fixed... now ok
