Grundig 32HDBLK (Beko LM chassis) picture fault

Heya,  I have got hold of one of these, the fault is that the picture appears mostly blue and spreads from the bottom left slowly when first switched on, the blue persists and the right hand side changes slowly with various colours that are likely in the picture at the time (sound is fine).  The PSU appears to be giving a good 12/24V, although one pin reads 3.5V.  I have reseated the TCONN cable and the ribbons to the LCD, and tapping pressing various parts of the PCB doesn't change anything.

Any suggestions?

try connecting to another tv thro scarts if ok try new tcon
or it might be screen faulty
