this set came in with stuck in stby.caps c806/863 both 1000uf/16v,but still in stby.allso changed caps.c878/877.15n/630v.but still in stby.help!!!!

connect on the bench with out load
check on PL812 5.0v and 3.3v
on PL802 24v PL803 12v
and tell me what you get
