Samsung LE-32R87BD colours wrong motion blur

Hi all, searched the site for this fault but nothing. Samsung LE-32R87BD with wrong colours and motion blur, would this be the t-con board or the panel. also colour bleed on same model (different tv)

try replacing eeprom,then tcon if all fails prob screen faulty
