Grundig GU22WDVD10 Dead set (blue LED flashing)

Hi Guys,
I’ve a problem with this TV.
Not a lot of details to give you, it’s dead the blue LED is flashing, slight clicking sound from supply.
Checks done, all electrolytic caps tested all fine, a number of cold tests done on semiconductors none found to be faulty. 
It uses a Vestel power supply: 17IPS15-4 v.3.
Any ideas welcome.
