fix2003:
yes check for  start up voltage to the smpsu chip (8 pin s/m device) .if missing.
check 3 resistors form a high value chain from the main smoother to the chip R31/32/33
on fine the one closest to the chip R33 was o/c .
The values are non standard measuring 259 k each i fitted a 275k and it worked

Checked resisters and ok with voltage getting to ic but supply still only putting out the 5v.
