technika tv model 17-510 stuck in standby

Have a problem with a technika tv model 17-510 , the tv won't boot out of standby, power supply board is putting out correct 12v to av board so im pretty sure the av board is faulty, all caps look good and now im stuck ?

can any1 help ?
