Thomson DSI 8210CS Sky+ box

Have two of these where no start up. LED flickers but stays in standby mode.  kept going straight into scart mode when trying to turn on with remote control. could not get normal tv mode unless scart unplugged.

caps that were bulged have all been replaced, Any ideas.
38v rail is down to 23v. even when unplugged from main pcb. is this some indication.
