GRUNDIG GULCD37HDIT wont turn on

simple-me:
Someone please help, my Grundig GULCD37HDIT wont turn on and is stuck in the standby light. I have taken the back cover off and it has a PLCD 190 PT3 23341 power board and a  LC370WX1 SL 01 chasis/panel.

The screen remains black when switched on.

The tv is responds to the remote and the standby button on the side by the standby light going from a bright red to a dim red. That's the only response from it.

Attached are pictures of the board and panel.

Any help is appreciated and thank you.

On primary PSU change 3x elkos 10uF and 1x elkos 33uF
Resolder transistors and regulators on PSU

simple-me:
The only diagnostics I have done is take voltages with a meter. there is no audio or back light no screen glow.

To solve this error I have the following information:
-check or change electrolytic capacitors on PSU (so 150uF/485V)
-resolder IC220 and IC224 on main board
-check optocoupler IC801 and IC828
-change Eeprom on main board
