Philips 28PW6315/05 TV problem

looking for advice on my broken tv, standby on but won't power up from remote or tv switches, is emitting a constant audible hum...is this an error signal or is it just an indication of a blown tube?  appreciate any advice / assistance

sounds like the painter chip is gone,if that is the case then it would cost more for the part then the tvs worth.painter chips where the most common fault on these tvs

thanks for the reply..looks like I'm back in the market for a new TV then! will use lots of the good advice in here to make a choice this time though...
