Samsung LE32C530F1W (LCD), front control dead and no start

Hi, it is normal that the mainboard at chip DC-DC IC204 (AOZ1021HAI) pin 7 and pin 8 (LX-VOUT) with GND has 17 Ohm? It comes out no voltage. At pin 2 (VIN) 5.2V is ok.
Is it normal or pin 7 and pin 8 has short circuit?

Where there service manual????
