When I got to where you are, I removed the connecting board then supplied 24v to each LED strip individually and this revealed the problem.  Strips A and B did not light, strips C,D and E did and went brighter as I upped the voltage to 30v.  A visual inspection revealed black burn marks on one of the individual LEDs on strip A.  I must get round to finishing the job.  Good luck, Henry.

Thanks Henry, will have a go and see what happens. Read the strips are glued in and break if you try to take them out

Kenny. These strips use double sided tape and are marked ABCD and E. I removed the top joining panel and on panel A, I soldered two wires to where the plug is mounted and applied 20v. As I said, check the five of them and replace the strips that do not light.    Henry.

How did you get on with the Toshiba eventually  Henry.

Hi Henry ,customer bought a new TV so they are just sitting in a corner . Am just going to wait till I get a working TV then I can swop the boards and check them before I start with the stripes on the screen . Thanks for your help anyway . Will let you know what happens when I get another TV and check it out
