Sony KDL- 46w2000

Hi folks I have got this LCD TV in with 4 red LED blinking which probably inverter board or panel is faulty. 18 volt exist for a few seconds. Any idea how Can I test the inverter board or how can I know the panel is faulty?

Check R-4204 (680R) on inverter board
Low 18V supply-replace IC6402 on PSU board
