Philips DVD-R3380 displays "BLOCKED"

Hi all,
This DVD Recorder came in today for repair. It powers on and displays "Starting" but after about 7 seconds it displays "Blocked".

I suspect it's some kind of menu feature rather than a fault, but I'm yet to obtain the remote. Any thoughts on this?
