Title: vistron 37" lcd tv

hi all! got a vistron 37" tv with power led on but no functions at all, no sound pic or anything just a blue led, have 5 volts only coming from psu, the 5v 12v and 24v  not being switched on, any ideas anybody? will include a pic of psu and main av board. ps main board type is Vistron 37LCDTV - Main AV - HH-LCD.PCB.YD-106

After looking into this problem with the tv . :67:

If i short out the eeprom with the two pins . :dubbio: Its back to normal.
Works fine remote and buttons on side of tv.
Its only when i turn it off , i need to short out the eeprom again.
no blown caps or resistors that i can see. volts are fine.
Number of chip looks like EON B32-100HIP.179603Y, 0750GDA.
Hunt is on for a chip now. :72:
