Panasonic TX-50A300B will not start up properly.

Hi guy's got the above Pan / Vestel set psu 17IPS20 ssb 17MB95.Now when first plugged in,no st by light at all,press r/c power button,st-by light flashes continuously,if you push power button,will not st-by.At the connector CN4 on power board,you get 4 lots of 12 volts,one reading of 1.9.volts where the 3.2volt st-by should be.Anyway during the search for answers,suddenly I get as follows
pin 1)24volts 3)st-by 3.2 volts 5) 3.2 volts(bl on/off) 10/11&12)12volts.The set of course is now working fine.I presume 5 volt supplies are derived from the 12 volt on ssb.
Anyone had problem on this set of boards,my gut feels may be dodgy ssb,but who knows.
