the diagnostic light just keeps blinking no pauses tv will not turn on the service manual doesnt say what the constint blinking is any ideas?

Continuous Blink Once A Second, No Pausing As Discussed Above---
No reply from the jungle IC301 (data bus is busy, shorted to ground or held high), IK video path is defective

The steady blinking light means there is no specific code. The double-side board (the one lying flat/horizontal just to the right of the vertical power supply board which has the fuses) has a burnt transistor (the one with the sizable heat sink on it, at the back left corner when looking at the board from the rear of the TV).  It is blowing the (non-power supply) fuse.
