hi

did this fix your problem as i have this problem, which sounds similar,
i have a technika 42-207 lcd and it has a 17pw16-2 psu, the set when pluged in has the blue led at the bottom and a blank black screen with no sound, when i change the channel the blue led goes out for 5 seconds and the screen flashes for a nano second them the blue led comes back on. any ideas?
