Hi Chris, I have fixed a few Panasonic TX23LXD50 with similar fault. My theory is these tiny 0603 fuses aren't properly rated to take the current surge into the ceramic (low ESR) decoupling capacitors when the power board starts up, so they suffer a higher failure rate. As the power board ages, it starts up quicker as the output caps dry out, so the size of the in-rushes increases and suddenly pop and the picture is gone.
