how to reboot my laptop?

My hp elitebook 8440p notebook refuses to let me go online. It keeps asking me whether I need to restart with 'safe mode', or 'mode from previous session'. So I selected the one with the latest session. It keeps asking me the same question, again and again. I find it hard to switch off the window 7 laptop.

why not go to safe mode and go back to an earlier time in system backup?or press f9 or f10 to reinstall a fresh system theres normaly a resetup in one of those.if cant get to that remove battery for 10 minutes then refit battery and try again f9 or f10 has to be pressed while system is rebooting
