The chassis you are working on is a BJ3.0E and the blinking lights on this model is a 12v fault not a histogram, knowing Philips it will be a software issue not a component failure, I had the same TV with the same fault and I gave up. That is probably why you cannot get a repair kit.
If you wanted the service manual I can send it to you but must warn you that the 42pf is not fully covered in it, you have to cross refer to another service manual, and it will make it as clear as mud, Philips service manuals are not exactly the easiest to understand.
Someone may prove me wrong and say "its this", but I really do think you will be chasing a fault that may be near on impossible to find, unless you want to start replacing boards to repair.
Electric shocks, treat TV's with the respect they deserve, they can kill you, I can probably vouch for most on here, we have all had a shock, once bitten twice shy, the voltages/currents in TV's go way beyond the safe working load of humans, just be very careful when playing with TV's with the back removed
