lg 32lh2000-za stuck in standby

hi im after some help i have a lg 32lh2000 stuck in standby i have the 5v line and led on front is on  but i have no 12v or 24v is there any common issues with this ?
the part numbers are
mainboard EAX606866904(2)
power supply EX55176301/12

Please see photos attached thanks for anytime given to help

place an external voltage to force the psu on to isolate narrow the search down

i have a variable digital psu should i put it on the 12v of the mainboard  and keep the 5v of the tv psu connected ?
