Dense black 3-4mm foam stuck to top of ICs?

I just received new T-con board.  It is identical to old one, but has 3-4mm thick foam tape on 4 of the ICs.  At first I thought it was packing material, but it is precisely cut to exact size of the ICs, and will not come off without tearing the foam.  Is this heat sink material?

It will transfer the heat to the cover

The foam is not thick enough to reach the cover.  I heard back from mfg that it is heat transfer foam.
