samsung ps42a456p2d stuck in standby

looking for help with this stuck in standby only red light no fuses blown or no obious shorts on psu panel psu panel no dyp-42w3 no relays clicking power not reaching primary circuit as relay rl801s/rl802s not closing if all leads disconnected from psu panel there are no op voltages present is it a power supply problem or elswhere any help much appreciated

Hi,
Is the standby voltage correct?
I had a PS42A457, with this fault, where this voltage was about 4.9v,
and was pulsing, and was the standby stage, smoothing capacitor,
(22ufd 450v I think).
