I don't know that model... if it follows suit there should be a standby supply that supplies a +5V to the micro without this there would be no power at all except as you said the 350V across the smoothing block.
Usually this +5V supply is derived from it's own separate switch-mode supply which consumes very little power, when powered OFF leaving the standby LED illuminated, this is the norm in many sets.... but there could be variations.
Should this be the case, check the 5V smoothing capacitor, in many sets these are rated at about 10VDC, maybe anywhere between about 220uF and a 1000uF, this is the usual culprit, it may be bulged or have leaked... the transformer may be driven from a SMD chopper chip rather than a transistor.
