Managed to trace the fault down to Q402 a RT1P141C-T112 pretty obvious as someone had bent the power connector to short out on the 24V rail! But without schematic it would have hard to find what was going on!
I temporary bypassed on the unit by putting a 2k resistor in its place to the 3.5V standby which then forced the relay on for the power supply for the other voltages :)
Someone must have been playing around with it as half screen was only up. It turned out one of the connectors on the tcon board was left loose and not properly locked in place.
