Note that as a 'Goodmans' - Might be anything cheap, you gave no details of panels - might be useful, as they turn up in most Supermarket cheapies under a dozen names, fortunately mostly Vestel these days - Chris.

quick update to the problem
backlights slow to come on causes on power to clamp low hence why its intermittant from cold
could try an update if anyone has it, psu is similar to a neon model no ip302029 rev1 with lamp protector ic on the back(16 pin)
if software available can they please upload

Had the same problem with an old Panasonic where an update did the biz and saved changing the tubes.

Hope you find such an update for a Goodmans - Chris.

another quick update
lamp protector removable by fitting an led from pin 5 to ground on the 16 pin ic (pos to ground) check this website for psu diagrams www.electronica-pt.com/esquema/lcd/  hope folks can use this as several psu,s on there inc vestel
