Hi,
Check, or replace these capacitors near IC 6802: C6808, C6807, C6813, C6814, and C6840.
These can give this problem, intermittent start-up, with led blinking 16 times.

There are 2 MCZ3001D! 1 in the main power supply and 1 on D2 board horizontal circuit, it is this one that is the usual cause of this problem IC6802.

It's the one on the horizontal board (the little board mounted on a plastic table) and its very common to fail
