17PW15-8 & 17MB11-6 stuck in standby

Goodmans 32" LCD freeview tv with Vestel 17PW15-8 PSU and Vestel 17MB11-6 main board.
Stuck in standby. one day it just "would not turn on"
Usual failed capacitors on PSU replaced, and PSU is now outputting all correct voltages.
But the set still won't power up.
When you first turn the mains on, the PSU powers up to "on" then after about 5 seconds the PSU goes back to standby. But the set still won't turn on. The main board is not commanding the PSU out of standby.
I'm wondering if the faulty PSU may have cooked something on the main board?
I have the service manual for PSU and main board and trying to trace wiring around IC21 on main board but it's nigh on impossible to find suitable test points.
Am I missing something obvious?

Dave did you change the 2 caps directly above the transformer top left? they are blue or brown 25nf

Yes changed those.
However I seem to have found the fault (suggestion from another forum)
I've unplugged the eeprom and the set turns on, so it looks like the eeprom is corrupted.
Next step is order a new one and try it with a blank eeprom.

I've ordered a blank eeprom.
This tv eeprom business is new to me, first time I've had this as the fault.
On the basis the set now powers up and works without an eeprom inserted, I'm kind of assuming that with a blank one fitted it will just get written with default data so won't need pre programming. Is that just wishful thinking?
At the moment the set works, but all settings, analogue tuning etc are lost at switch off, but freeview tuning is remembered as that's a completely separate board with it's own memory.
